What is the definition of HAPS?

Stands for high-altitude platform station or high-altitude pseudo-satellite. HAPS is, according to Article 1.66A of the International Telecommunication Union (ITU) Radio Regulations (RR), a station on an object at an altitude of 20 to 50km and at a specified, nominal, fixed point relation to the Earth. Each station is classified by the service in which is operates permanently or temporarily.
